Retrofit schools: Still ample time(Himalayan Times, June 26, 2015)

Educational institutes which were closed after the deadly earthquake of April 25, have now resumed. Schools have opened from May 31. According to the inspection team of the Ministry of Education, in Kathmandu Valley, around 60 per cent of the school buildings are damaged and about two thousand class rooms are unusable. School buildings of Gorkha, Sindhupalchok, Dolakha, Kavre, Dhading, Nuwakot and Rasuwa were most affected by the quake than those of in Kathmandu. According to the Ministry, in the ten highly affected districts, including those of Kathmandu Valley, quake has affected the education of about one million school going children. 

Meantime, while schools administrations have announced the opening of the schools the presence of student in the first two days was reportedly very low, at around 30 per cent. Children are joining their schools halfheartedly. The low presence of students is also due to the hesitation of parents sending their children to school. Parents are not fully satisfied with the safety condition of schools and class rooms where their children have to stay throughout the day. School children are confused and parents are scared after the reopening of schools. 

School going children were trapped in tents for more than a month and this monotonous life have affected them so much that they are willing to join school. They are also worried if they can cover their course before the exams. But at one part of the mind is the horrible memory of the quake. Parents are more frightened than their children. Many school buildings were damaged partially or fully. Even those safe schools that have got green stickers, parents still have doubts on the inspection authorities. They suspect that the school authority could have influenced the inspectors. Parents, who had come to inspect the condition of schools were restrained by several school authorities. 

Shuprabhat Bhandari, the president of the Parents Association after continuous inspection, has mentioned that many private schools are hiding ruptures in the building with cements just to show their school is safe, which is very risky. As hundreds of small children have to spend hours in schools, those schools with partial damage are more dangerous than the fully damaged schools. They must consult seismology experts, engineers or architects and strengthen the buildings before covering up the cracks. 

Many schools are four or five stories tall. Parent are afraid if further big aftershocks occur their children at the upper story could be clogged on the congested stairs. Such schools should manage class in ground tents for a few weeks more until the terror of quakes subside or they can also run classes in shifts. Schools should discuss openly with parents what damage was done by the quake and what retrofitting techniques they used. All school buildings should be thoroughly inspected by the joint team of engineers, government officers, and parent representatives. It is not advisable to open schools before they are properly managed. Most public schools whose buildings are destroyed lack fund even to manage the debris. They are unable to make temporary classes and have small open space at their premises. Such schools should be allowed to run classes at some nearby open public space or some nearby schools can share their space. The government should provide the necessary construction materials for temporary school buildings. If not fully supported the public schools will be further behind the private schools. One worry of the school administration is the educational schedule. As per the Ministry of Education each educational session should have 220 class days. Schools fear that with these long school shutdowns they could fail to comply with this regulation. This problem can be solved with some adjustment for which schools need to discuss with the government and the public. This year being an unusual year, we can make certain adjustments by curtailing long holidays. 

For example, we can make festival holidays shorter. We can confine the holidays to festivals like Dashai, Tihar, Chhath, and Losar to 20 days in total. Schools were closed already for 37 days after the quake of April 25. This year we should have no summer or winter vacation. If we exclude from 365 days of the full year, 52 Saturdays, 20 festivals, and 37 quake days there would remain 256 days of classes. Now, if we use 36 extra days for retrofitting or for the construction of temporary classes we will still have 220 class days to comply with the regulation. Hence, it is clear that we still can have about a month’s time to build the infrastructure of schools or for the government to construct temporary classes. This will also provide ample time to the parents and students to adjust psychologically with the aftershocks as they will be ceasing day-by-day. There will be ample time for parents to interact with schools. In the present conditions resuming classes has difficulties as schools are not physically prepared and parents, teachers and students too are not mentally ready. The government should hurry to manage the debris and make temporary classes for the needy schools. It is the prime responsibility of the school administration and the government to provide a safer classroom to the students and assurance to the parents to send their children to school rather than merely hurry to open.

We shall overcome(June 9, Republica)

The April 25 earthquake has left the scientists baffled. International seismological researchers and many others are collecting different data and information to modify their thinking about quakes and about communities. Several theories they floated about Nepal have been proved wrong.

Nepal has experienced some large scale earthquakes in its history. Written record shows the first quake in 1255 with epicenter at Kathmandu that killed 30 percent of the then population. The 8.3 whopper of 1934 whose epicenter was at Biratnagar-Bihar border killed about 16,000 people of Nepal and India including 5,000 in Nepal alone. The 1988 quake with epicenter at Udayapur killed more than 1,000 people and badly destroyed Dharan and many other eastern villages. The 2015 quake of magnitude 7.8 Richter scale whose epicenter was at Barpak of Gorkha has killed more than 8, 600 and has wrought heavy physical and cultural damage.
Nepal is considered to be built from the continuous big collision of Indian and Tibetan tectonic plates that raised the land which was once immersed below the sea. Because of it the country is always at risk of the earthquake. But with the existing seismologic knowledge and tools, the prediction of exact year and location of any earthquake is not possible in any part of the world. The only possibility is the estimate of it happening. With more research, scientists can predict how 'more likely' the quake can hit certain location of the world.

With more localized researches quakes are predicted with more sharpness about its occurrence time and intensity, for example in North American region, Japanese region and few other places of the world than elsewhere including Nepal. More seismological surveys need to be conducted in Nepal for better regional prediction capacity. It is seen that we have many experts in the country but we need better encouragement and emphasis for such work. The woeful condition of the National Seismological Center at Lainchaur, Kathmandu shows negligence of the state. ICIMOD, which is a learning and knowledge sharing centre concentrated on Hindu Kush Himalayan Region mountain development, can help us.

This quake was the worst nightmare for this generation of Nepalis. Meantime, many international seismological experts were surprised at the low magnitude of the quake, for less number of casualties and for such small scale of physical damage especially in Kathmandu Valley. Now, with the declining magnitude of the aftershocks, national and international seismologists are more certain about the ceasing of this quake episode.

The quake has become new case-study for seismologists. A group of seismologists from the US were saying that the strange reason behind the low devastation in Kathmandu Valley has raised their deep concern and interest. They are initially suspecting the soil composition of the valley, thickness of rocks beneath the earth, underneath hollowness from heavy water pumping or any other unknown reasons.

Sociologists and political experts were thinking that Nepal will meet Haiti's fate after the quake. This prediction also seems to have proved wrong if we observe the dynamism of early rescue and relief attempts seen in the country. Disregarding their race, region, religion, belief, age or sex everyone was overwhelmingly rushing to support their countrymen in need. Even the government, known for its slowness, sprang into action quickly with its security force. Although the unpreparedness and absence of local level government brought about great dismay, we should not forget the grand scale of destruction and our ground realities.

Nepali politics was polarized and fragile in the recent years, especially about issues of constitution. The government was headed by one of the weakest personalities in the history of Nepal. Given this context and the scale of destruction, many political analysts considered the country at deadfall. Contrary to this, the aftermath of the quake showed remarkable 'silver lining' in the political horizon with solidarity shown by leaders of opposition or even standoffish parties. All have joined to help the needy. Parliamentarians, party leaders and their cadres rushed to the affected villages. Many constructed temporary shelters and have promised to make permanent houses to villagers. All these activities augur well for the national future and disprove the thinking that Nepal will be the next Haiti.

Tourism was one of our major earning sectors. Unfortunately, we lost several temples at Basantapur, Patan and Bhaktapur but fortunately enough our single international airport remained unscathed. A miracle, when few meters on the side of international airport at Gatthaghar the road was badly cracked with elongated splits. Major highways and small connecting mountain roads were mostly intact. Government inspection team has found about 90 percent hotels to be safe. Our glaciers and lakes which were at the risk of eruption from climate change were safe from the quake.

Foreign tourists in Nepal are much attracted by our natural beauty such as mountains, lakes, rivers and hills. Some mountain tracks and famous tourist villages like Barpak and Dhunche were destroyed. But trek routes are never permanent and alternative routes or new tourist villages are always possible, which is to be discovered by our pioneer trekkers and tourism entrepreneurs. Tourism operators need to project to international experts and travel agencies that Nepal is a safe destination.

Economists are worried about the economic future and sustainability of the country. With the high trade-deficit of the country which only imports and produces the least, it is likely that all currently needed construction materials will be imported. But this is the time for government to make encouraging policies to uplift such industries. Inflation is quite likely, but it is not the crux of the problem as it can be balanced with productivity and controlled by interest rate.

One serious shortcoming in reconstruction is the shortage of skillful labor force that has migrated abroad in a great number. They can be brought back by raising wages. Further, a huge labor force is still in the country that has remained idle. It can be given quick construction and demolition trainings and sent to the affected areas. This will circulate money and revitalize economy.

Many worst predictions are proving wrong for Nepal. The country will rise like mythical phoenix with strong determination and will be stronger than before if everyone works sincerely for reconstruction.

राष्ट्रिय सरकार कि ब्यबस्थापन संयन्त्र ?

(गोरखापत्रमा (जेठ १३, २०७२ ) प्रकाशित लेखको असम्पादित रुप)

देशमा भैचलो आयो, ७.६ रेक्टरको बैशाख १२ गते र त्यसपछि आज एक महिना पछि सम्म सानो ठूलो आउंदैछ | भूगर्भ बिभागको अनुसार यो एक महिनामा करिब २५० बटा झट्का त ४ रेक्टर माथिका नै आईसकेका छन् | देश सामु अहिले महाविपत्ति ले गरेको जनधन क्षतिको राहत र पुनर्स्थापनाको ज्यादै ठूलोजिम्मेदारी आएको छ | गृह मन्त्रालयको अहिले सम्मको आँकडा अनुसार यो भूकम्पका शृंखलाले झन्डै ९ हजारको ज्यान लिएको, १७ हजारलाई घाइते बनाएको छ भने करिब २ हजार ५ शय सरकारी भवन र ७ लाख ५६ हजार निजि भवन भत्किएका छन्, बस्न नहुने गरि | अनुमान छ यसबाट ४० लाख जनता घरबाट बिस्थापित हुन् पुगेका छन् | करिब २२ जिल्ला भूकम्पको अत्यधिक मारमा परेका छन् भने करिब ८ जिल्लामा आंशिक क्षति भएको छ | यो महाबिनाश अहिलेका ज्यूँदो पुस्ताको सबैभन्दा ठूलो क्षति र अनुभब पनि हो |
यो ठूलो बिनासमा सरकारको ढिलासुस्ती र अक्षमताको कारण राहत सहयोगको काम ज्यादै सुस्त भएको छ जसले गर्दा पिडित जनतामा आक्रोश बढ्दै गएको छ | यो अक्षमताको लागि वर्तमान सरकारलाई गालीगर्नु जायज छ तर साथ साथै यो पनि यथार्थहो कि अहिले देखिएका अन्य कुनै राजनैतिक पार्टी या नेताहरु ले आफ्नो कार्यकालमा यी भन्दा साना बिपत्तिहरुमा पनि राहत या ब्यबस्थापनको कार्यकुशलता देखाएका थिएनन्| स्थानीय सरकार अहिले हुंदोहो त बिपत ब्यबस्थापनको लागि ठूलो सहयोग हुने थियो | तर यो स्थानीय सरकार १५ बर्ष पहिलेको देउबा सरकार ले बिखण्डन गरेपछि धेरै सरकार आए र गए तर कसैले यसको चुनाब गर्न चासो नदेखाएको नै हो | अहिले सुनिन लागेको यो ‘राष्ट्रिय सरकार’ को बिलाप यो विनाश र पिडितहरुको आक्रोष बढ्दै गएको बेला ‘धमिलो पानिमा माछा मार्ने दाउ’ बाहेक देश सेवाको उद्देश्य ले गरिएको आह्वान होइन भन्ने प्रष्ट छ | एतिहासिक आख्यान अनुसार सन् ६४ मा जव रोम शहर भिषण आगलागी बाट दन्किदै थियो त्यो रात्रिको विभीषिका बाट उत्पन्न ध्वनि सम्राट नेरोको कानलाई अपूर्व संगीतमय लाग्यो र उनि आफ्नो बाँसुरी झिकेर बजाउन थाले | रातभरि निरो बाँसुरी बजाईरहे, आगो निभाउने  कुनै आदेश दिएनन् र रोमको ठूलो भाग आगलागी बाट ध्वस्त भयो | यो एतिहासिक आख्यान पूर्णसत्य नभए पनि, नेरोको यो दृष्टान्त अहिले नेपालका राजनीतिज्ञहरुको लागि चरितार्च हुनआएको देखिन्छ | संबिधानको रडाकोमा अल्मलिएका दलहरु अहिले यो महाभूकम्पको पुनर्वाश र राहत ब्यबस्थापनको लागि राष्ट्रिय सरकार चाहिन्छ भन्ने बेसुरे राग गाउदै छन् | यो नया रटना, विपदको घडीमा पिडित जनताको सहयोग कसरि गर्न सकिन्छ भन्नुको साटो ‘पशुपतिको जात्रा सिद्राको व्यापार’ गर्नु जस्तै हो | सेवाको लागि पद होइन भावना जरुरि छ भन्ने कुरा यी दलबादी नेताहरु ले बिर्सिएको नहुनुपर्ने हो |         
के यो महाभूकम्प या अन्य प्राकृतिक विपदा यो सरकारको अक्षमता या अनुभबहिनता ले गर्दा आएको हो ? के विपदा ब्यबस्थापनको काम पहिले हुने सरकारहरुको पालामा राम्ररी भएको थियो त ? के पहिलेका कुनै सरकारले  विपदा न्यूनीकरणको लागि कुनै सुरक्षा प्रबन्ध अर्थात् खाद्यान्न, पाल, औषधिको ब्यबस्थापन गरेका थिए ? या कति जिविस गाबिसमा कतिवटा सुरक्षित विपदामा चाहिने आश्रय कोठा, घर बनाएका थिए ? यस्ता कुनै ब्यबस्थापन भएको कतै भेटिदैन | तसर्थ वर्तमान सरकारमा नभएका बाँकि दल या पूर्बसरकार चलाएका यि नेताहरुमा यस्तो विपद ब्यबस्थापन गर्ने अतिरिक्त क्षमता वा ज्ञान देखिंदैन जसको लागि यिनलाई सरकारमा सामिल गर्दा यो विपदा ब्यबस्थापनामा बिषेश उपलब्धि होस् | विपदमा परेकालाई सहयोग र योगदान गर्न सरकारमा सामेल हुनैपर्ने आवश्यकता छैन | के सरकार बाहिर बसेका व्यक्ति या संस्थाहरु ले अहिले यथेष्ट योगदान गरिरहेका छैनन् ? अहिले सहयोग गर्ने इच्छा भएका सामान्य व्यक्ति या टोल ले समेत सहयोग गरेका छन् भने जनताले चुनेका सबै ६०१ सांसदलाई त सामान्य व्यक्ति भन्दा बडी क्षमता हुन्छ जिल्लामा पहुँचको हिसाबले र केन्द्रीय राहतमा पहुँचको हिसाब ले | देशको अहिलेको आवश्यकता हो केहि महिना पुग्ने राहत सामग्री दुर्गम र पहिले नपाउनेहरुमा समान रुपले आवश्यकता हेरी पुर्याउनु | दोश्रो आवश्यकता हो, अस्थाई बसोबास र स्थायी पुनर्वासको | सरकारको राहतकोषमा स्वदेश र विदेश बाट केहि सहयोग आइसकेको र केहि आउने अपेक्षा  गरिएको छ | यी सहयोगको उपयोग आवश्यक कामको लागि आवश्यक ठाउमा नै हुनुपर्छ जसको लागि स्थानीय श्रोत व्यक्ति या सांसद सदश्यको उपस्थिति आवश्यक हुन्छ| प्रभावित क्षेत्रबाट चुनिएका जुनसुकै दलका भएपनि ति सांसदको अहिलेको प्रमुख दायित्व हो यस्ता राहत र पुनर्वास  योजनामा सरकारी निकायहरु संग समन्वय गरि ब्यबस्थापनको नेतृत्व गर्नु | सरकार संग अहिले, प्रभावित जिल्लाका अत्यधिक प्रभावित गाउँ, बस्ति र घरहरु कुन कुन हुन् भेन्ने यथार्थ विवरणको नै समस्या रहेको र राहतमा पक्षपात भएको तथ्य संचारकर्मीहरुको स्थलगत रिपोर्टहरुमा देखिइन्छ | यो घडीमा ‘राष्ट्रिय सरकार’ होइन ‘सर्वदलीय भूकम्प विपद ब्यबश्थापन संयन्त्र’ चाहिन्छ भन्ने माओबादी नेता मोहन बैद्यले भखरै दिएका विचार समयोचित र स्वागत योग्य छ |
अहिले मिलिजुली सरकार भन्दा पनि मिलिजुली संयन्त्र आवश्यक देखिन्छ जसमा राजनीतिक नेता, वर्तमान एवम पुर्व प्रशासक, सेना प्रहरीहरु, बुध्धिजीबी, समाजसेवी, आप्रवाशी नेपालीहरुको टोलिसंग सहयोगको आह्वान गरि प्रधान मन्त्रिको संयोजकत्वमा गठन गरिएको टोलि होस् | यो टोलिमा सम्मिलितहरुको योग्यता अनुसार राहत बितरण, पुनर्वाश योजना, बिदेशी निकाय संगको समन्वय र सहजीकरण परामर्शको कमामा खटाउनु पर्छ| विदेशको सहयोग लिनुहुँदैन भन्ने तर्क सहि होइन | बिदेशीसंग खाद्यान्न लिन सकिन्छ किनकी अहिले पहाडमा बालि भित्राउने समय भएपनि भैचालोले अन्न भित्रिएको छैन | बिदेशीसंग अस्थायी बासको लागि देशमा अनुपलब्ध सामग्री लिनसकिन्छ, औषधी लिनसकिन्छ | स्थाई बासको योजना या भनौ भूकम्प बाट बडी सुरक्षित हुनसक्ने ज्ञान लिनसकिन्छ | धेरै यस्ता प्रकोप खेपेका बिकसित राष्ट्रहरु जस्तो जापान, अमेरिका, चिली संग अहीले हामीले सिक्नु समयानुकुल हुनेछ | केवल जेपनि चाहिन्छ भनेर आत्मसमर्पण गर्नु या दाता भन्दैमा जेगर्न पनि छूटदिनु मात्र नराम्रो हो | हईटीको जस्तो हुनुभएन, अन्तरराष्ट्रिय सहयोगमा पूर्ण भरपरि आज भूकम्प आएको ५ बर्ष पुगिसक्दा पनि सबैलाई आवश्यक पुनर्वाश र भाग्नावशेस सम्म तहलाउन नसक्ने| नेपालमा अहिले अनुभवी र भूकम्प सम्बन्धि पढेका केहि इन्जिनियरहरु टिबीमा देखिन थालेका छन् | संचार जगतले सधै राजनीतिका पाठमात्र फलाक्ने नेता या गित गाउने अभिनय गर्ने या कागजी ज्ञानको अन्तर्राष्ट्रिय गफ हाक्नेहरुलाई मात्र महत्व दिईरहेको मा यस्ता प्राबिधिज्ञहरुलाई पनि अखवार, रेडियो, टिबीमा महत्व दिएको देख्दा बल्ल बुध्दीफिरेको अनुभब हुन्छ | बास्तवमा बिज्ञान र प्रविधी ले नै देशलाई बिकशित बनाउने हो राजनीति ले होइन | राजनैतिक नेताहरुमा केवल केन्द्रीय शक्ति जम्मा भएको हुन्छ जस्तो नेपालमा जसलाई सहि या गलत दिशा दिदा देश बिकसित या अबिकसित हुने गर्छ | आशा गरौ वर्तमान राजनीतिका नेताहरु र दलहरु सरकारमा जाने जिजीबिषामा मात्रै नलागि पिडित जनतालाई सहयोग गर्न अघिबढ्ने छन् र देशको पुनर्निर्माणको लागि एकबद्ध हुनेछन् |

अस्थाई बासको आवश्यकता र सरकारको दायित्व(कारोबार दैनिक ७ जेष्ठ २०७२)

बैशाख १२ पछि आज तीन हप्ता बित्नलागिसक्दा समेत देशलाई भूकम्पले हल्लिएको हल्लियै छ | भूगर्भ बिभागको  अनुसार ४ रेक्टर माथिका २४० झट्का आईसकेका छन् जसमध्धे ६ रेक्टर माथिका नै ५ र ५ रेक्टर माथिका ३७ बटा आईसकेका छन् | ८ हजार ३ शय भन्दा बडी मानिसको ज्यान लिईसकेको यो भूकम्पले करिब २० हजारलाई घाइते बनाएको प्रारम्भिक अनुमान छ | बारबारको पराकम्पनले झन्डै ५ लाख घर आंशिक या पूर्ण भत्किएको अनुमान छ | यो बिनास र त्यसको त्रासदी, देश र यो पुस्ता ले भोग्नुपरेको सबैभन्दा ठूलो घटना  हो | जसको यो बिनाशमा परेर अकाल मृत्यु भयो तिनीहरुलाई श्रद्धापूर्बक स्मरण गर्नु बाहेक अव अरु केहि गर्न सकिन्न तर जसको प्राण चल्दैछ तर भोक र ओत नपाएर तड्पीरहेका छन् उनीहरुको जीवन सहज बनाउनु आहिलेको प्रमुख काम हो | यस्ता पिडितहरुको संख्या अहिले देशमा लाखौमा छ |
गोर्खाको बारपाक बाट शुरु भएको भएपनि पछिका प्राय भूकम्पका केन्द्र सिन्धुली, दोलखा र रसुवामा केन्द्रित भएको छ | यो बारम्बारको कम्पनले बारपाक, चौतारा र भिमेश्वर आसपासका बस्ति झन्डै माटोमा मिलेकाछन् भने  काठमाडौँ उपत्यका, धादिंङ, मकवानपुर लगायत २२ जिल्लाका हजारौ घरहरु ध्वस्त या बस्न डरहुनेगरि धराप बनेका छन् | चर्केका शहरका घरका घरधनीहरु अन्योलमा छन्, ढुक्क संग सुत्न हुन्छ कि हुन्न भनेर | भने, त्यस्ता घरमा बस्ने डेरावालहरु झन् अन्योलमा छन्, आफ्नो चर्किएको डेरामा कसरि बस्ने र आर्को डेरा तुरुन्तै कहाँ खोज्ने भनेर | शहर बाहिर काँठका र ग्रामिण भेगका गाउलेहरु जसको घर भत्किएका छन्, आत्मनिर्भर हुनुको बिकल्प नदेखेर र सरकारको भरोसा नभएर, पर्म सहयोगबाट आफ्नो घरका संग्ला दलिन र टिनका पाता भग्नावशेष बाट निकाल्दै आफ्नै पहलमा नयाँ बास बनाउदै छन् |
देश कुनैबेला काठमाडौँ वरपर र सिंहदरवारमा मात्र छ भन्ने अहिले रहिरहेन | सिंहदरवारनै भत्किए पछि र धरहरा, वसन्तपुरका दरवार जस्ता राजधानीका भव्यता ठानिने प्रायजसो अट्टालिका नराम्ररी भत्किएपछि र प्रधानमन्त्रि कार्यालय अस्थाई पालबाट चल्नथालेपछि, यस्तो रहेन |  अहिले, यो देशको परम्परागत केन्द्रिकृत शासनको ढांचा भत्किएको भानहुँदैछ, खासगरि बिपत्ति पछिको राहत र अस्थाई पुनर्वासको सामनागर्न सरकार साह्रैनै अक्षम भएको देखिदा | संचारका क्यामराहरु बाट देश ले देख्दैछ, सडक भत्किएका दुर्गममा या मन्त्रि, पहुँचवाला नेताका आसेपासे नभएका सामान्य पिडितमा कुनै सरकारी राहत निकाय पुग्न नसकेको, एकसरो पालसम्म पुग्न नसकेको  र पहुँचवालाको दैलोमा सबै पुग्ने र राहतको चांङ लागेको | सम्भवत, प्रभावित क्षेत्रमा यस्ता पंहुचविहिन ६५ प्रतिशतको हाराहारीमा छन् जसले त्यान्द्रो पाएका छैनन् | एकत, प्रभावित व्यक्ति, चौपाया, घर, पाठशाला, गाउँको सहि तथ्यांक नै सरकारले अझै दिनसकेको छैन र दोश्रो, राहत सहि ठाउमा पुर्याउने प्रभावकारी क्षमता देखाउन सकेको छैन | सरकारको यो लाचारीको एउटा प्रमुख कारण स्थानीय निकायको अनुपस्थिति हो | यदि चुनिएका गाबिस, जीबिसका प्रतिनिधिहरु ति प्रभावित क्षेत्रमा हुदाहुन् त विवरण र वितरण दुवैमा सरकारलाई यतिखेर निकै सहज हुने थियो | स्थानीय निकायको चुनाव गर्न नचाहनु, बिगतका र यो सरकारको ठूलो गल्ति थियो र यसको अकल्पनीय मूल्य राजनीति ले अवका दिनमा चुकाउनुपर्ने देखिंदैछ | ठूलो गफगर्दै हिडने तर चाहिएको बखत कामगरि देखाउन नसक्दा, यी सबै चिनिएका अनुहारका राजनीतिज्ञहरु र दलहरुले जनतामा बित्रिष्णा उब्जाएका छन् जसलेगर्दा ‘नेता फर्केर जाऊ’ को नारा ठाउँ ठाउँमा सुनिदै छ | यो जनताको रोषलाई मन्थर नगर्ने हो र पिडितका तत्कालको आवश्यकता, अस्थायी बसोबासको प्रबन्ध मिलाउन ठोस कार्यक्रम ल्याउन नसक्ने हो भने, अहिलेका ठूला सरकारमा बसेका शक्तिहरु यहि भुमरीमा भोलि बडारिनसक्ने र नयाँ शक्तिको उदय हुनसक्ने देखिंदैछ | यस्तो अक्षमताले अनर्गल हल्ला बडाउने र जनआक्रोशलाई बिष्फोटन गराउने बातावरण बनाऊछ | यो कुरा मननगरेर आजका सरकार चलाउने मुलधारका दलहरु ले राजनैतिक मतभेद छोडेर जनताको विश्वास जित्न र आफ्नो उत्तरदायित्व निभाउन, पिडित जनताको जीवन सहज बनाउने काममा समाहितहुनु जरुरि छ |

भूकम्प शुरुभएको तीन हप्ता पछि अब उद्धार र राहत राहतको आवश्यकता न्यून हुँदैगएको छ | पिडितहरुको अबको आवश्यकता हो अस्थायी गुजाराको | २ या ३ हप्ता पछि मनसुन शुरुहुने भनिएको ले फिरफिरे पालको भरमा परिवारको गुजारा केहि दिनसम्म चलाउन पनि कठिन हुनेछ | सरकार ले स्थायी बसोबासको नीति बनाउंदै छ भन्ने चर्चामा आईरहेको छ | यो कुरा पहिलेझैँ अस्थायी ‘समसान बैरागी’ सोचहोइन भने, यसको लागि कुन भूभागमा आवास बनाउन सकिन्छ कस्तो संरचना बनाउनु पर्छ र कति तल्ला या कस्तो आकार प्रकारको बनाउन उपयुक्त हुन्छ भन्नेकुरा सधैझैँ हचुवामा गरिने या पैसाको बलमा नियम मिचेर गरिने भएन भने यसको लागि अध्ययन र लामो बहस चल्नु आवश्यक छ, जसको लागि केहि बर्ष लाग्नसक्छ | त्यतिनज्येल सम्मको लागि बेघरबारहरु कुन घरमा गुजारा चलाउने हुन् ? यस्ता बैकल्पिक अस्थायी बास केहि हप्ता भित्र बनाउनसकिने, सजिलो, सुरक्षित र सस्तो हुनु जरुरि छ | यसको ब्यबस्थापन नै सरकार, योजनाविद् र बुध्धीजीविहरुको अहिलेको प्रमुख दाईत्व हो | यस्ता अस्थायी बासको आवश्यकता जति ग्रामिण भेकका पिडितहरुलाई छ त्यतिकै शहरका पिडितहरुलाई छ | काठमाडौँ जस्ता घना आवादी भएका क्षतिग्रस्त शहरमा ठूलो संख्यामा डेरामा बस्नेको वाध्यात्मक पिडा अझ बडी छ | माथिल्लो तल्लामा बस्ने घरबेटी अव तल्लो तल्लामा सर्ने र चर्किएका घर सामान्य टालटुल गरेर डेरामा दिने असुरक्षाले डेरावालाहरु ग्रसितछन् | तर जागिर र बालबच्चाको पढाईको लागि काठमाडौँ जस्ता शहरमा बस्नु उनीहरुको बाध्यता हुन्छ | अहिले यस्ता सबै पिडितहरुको अस्थाई बासको प्रवन्धमिलाउनु जरुरि छ |
अस्थायी बास भन्नाले केहि बर्ष चल्ने, सस्तो, टिकाउ र परिवार संख्या अनुसारका कोठा भएको बास हो, जो केहि दिन या हप्तामा नै तैयार हुन्छ | अहिले योजनाआयोग, इन्जिनीरिंग क्याम्पस र अन्यले यस्ता अस्थायी बासको बिभिन्न नमुना अगाडी ल्याएका छन् | बिज्ञहरुले, यस्तो आवासबारे सोच्दा यी पिडितहरुको आवश्यकता र उपयोगितामा बडी ध्यान दिनुपर्छ | तर मुख्य गाँठो भनेको, यसकोलागि आर्थिक सहयोगको ब्यबस्थापन कसरि गरिन्छ भन्नेहो | गाउँका अधिकांश बिपन्न र शहरका कतिपय परिवार, सरकारको पूर्ण सहयोगविना यस्ता बास बनाउनसक्ने स्थितिमा यतिखेर छैनन् | यस्तोमा, आफ्नैमात्र भरमा यस्ता घर बनाउने क्षमता यिनमा छैन | यस्ताको लागि सरकार ले के गर्नसक्छ, यो महत्वपूर्ण कुराहो | यस्ता बिपन्न पिडितहरुको लागि सरकारले देश भित्रका सहयोगी हातहरु र बाहिरका सहयोग गर्न तत्पर मित्रशक्तिहरुलाई कसरि सदुपयोग गर्नेहो ? सगरमाथा र बुध्दको जन्मभूमिलाई श्रद्धा गर्ने बर्ग नेपालको दुखमा सहानभुती र सहयोग गर्न अघि बढेको प्रस्ट देखिन्छ | संसार, यो देशलाई यति माया गर्दोरहेछ भन्ने कुरा यो बिपतमा मात्र नेपालीले बडी बुझ्नपाए | देश भित्र पनि जाति, धर्म, लिंग, क्षेत्र, पेशा, आस्था जेसुकै भएपनि सहयोगको लागि सबै एकजुट भएका छन् | यो एकता र मायाँ, पिडाको घडीमा ठुलो उपलब्धि पनि हो | मनिसको ज्यान र घरबारबिहिनको बिलखबन्दिको अगाडी रुपिया पैसाको कुनै महत्व हुदैन तर बाँचेकाहरुको लागि पैसाले खाना र ओतको व्यवस्था गर्ने सामर्थ्य दिन्छ | अहिले यो दुखमा मलम लगाउन देश भित्रबाट र देश बाहिरका अन्तरराष्ट्रिय संस्था या व्यक्तिहरु बाट अरबौको आर्थिक सहयोग आएको या दिने बाचागरिएको छ | धेरैले घर बनाईदिने या एउटा गाउँ नै बनाईदिने सम्म बाचा गरेकाछन् |  यो सहयोग र बाचालाई साँच्चिकै मुर्तरुप दिनको लागि परराष्ट्र मन्त्रालय, विदेश स्थित हाम्रा राजदुतावासहरुको प्रमुख भूमिका हुन्छ | यस्ता निकायलाई सरकारले द्रुत परिचालन गर्नु जरुरि छ |

महाभूकम्प ब्यबस्थापनको लागि सरकारले ‘प्रधानमन्त्रि दैवीप्रकोप कोष’ जस्ता कोष खडागरेको छ | तर, यस्ता कोषमा आवश्यकताको २० प्रतिशत मात्र रकम जम्माभएको भनिदै छ | हाल सरकारमा भएका र पहिलेका सरकारका सरकारी कोषको अपचलन र अपारदर्शिताबाट दात्री समुदाय ससंकित छन्, जो जायज नै हो | बिगतको प्राकृतिक प्रकोप जस्तो महाकाली नदिका बाडीपिडित, जुरेका पैरोपिडित या सुर्खेतका बाडीपिडितहरु, सरकार ले त्यस्ता पिडितको लागि राम्रो सहयोग पाएपनि, अझैँ पिडितनै छन् | यस्ता कोषका मुख्यतया कार्यकर्ता पोस्ने कोष मात्र हुँदैआएका हुन् | अहिले सरकारले यी कोषको परिचालममा पूर्ण पारदर्शिता हुनेछ, भित्रिने रकमको सदुपयोग हुनेछ, बिचल्लीमा परेकाले नै पाउनेछन्, भन्ने बलियो आधार दाताहरु समक्ष्य दिनु जरुरिछ | औपचारिक रुपमा भित्रिने राहत रकमको विवरण सरकारले हरेकदिन सरकारी पत्र या संचारमा प्रकाशित गर्ने र कुनकुन जिल्लामा कुन कुन संयन्त्र अन्तर्गत राहत रकम पठाइयो भन्ने आयव्ययको पारदर्शी लेखा परिक्षण गर्नेहो भनेपनि दाताहरु आस्वस्थ हुनसक्छन् | यस्तो रकम ले पिडित परिवारको बासको बन्दोबस्त मिलाउनु सरकारको दाइत्व हो | आशागरौ सरकार आफ्नो दाइत्व पुरागर्न सक्षम हुनेछ |

भूकम्पपछिको पुनर्निर्माण र प्राथमिकताहरू(कारोबार बैशाख २३ )

आउँदो दिनमा सुरक्षित बसोबासको योजनागत प्रयास गर्नमात्र सके पनि यस्ता विपत्तिको न्यूनीकरण गर्न सकिनेछ ।
अब हाम्रा सहर नयाँ ढंगले बन्न जरुरी छ, जुन सुन्दर पनि हुन्, कलात्मक पनि हुन् र सुरक्षित पनि । २०४५ सालको भूकम्पपछि धरानले यसरी नै काँचुली फेरेको हो । आशा गरौं, यो महाभूकम्पले हामीलाई आउँदा दिनहरूमा कसरी सुरक्षित बसोबास गर्ने भन्ने ज्ञान देओस् ।

वैशाख १२ गते ११:५६ मा ७.९ रेक्टरको भूकम्प गएयता लगातार धर्ती हल्लिएको हल्लियै छ हरेक घण्टा, जो आजसम्म आउँदा केही सुस्ताएको भने छ । अहिलेसम्ममा १०० पल्टभन्दा बढी नै ४ रेक्टरमाथिका झड्का आएको छ । यस भूकम्पले जे बिगा¥यो, त्यो अपूरणीय छ । ८ हजारजति मानिसको ज्यान, गाइ–बाख्रा, अद्वितीय कारिगरीका मन्दिर, लाखौंका बास माटोमा मिस्सियो । हजारांै अनाथ भए । यो मानवीय र सांस्कृतिक क्षतिको पूर्ति हुनै सक्दैन । उसै त पिछडिएको, त्यसमाथिको यो विनाशले आर्थिक रूपमा देश २० आंै वर्ष पछि परेको छ ।
भूकम्प, पहिरो, बाढीजस्ता प्राकृतिक प्रकोपपछि गरिनुपर्ने ३ महŒवपूर्ण जिम्मेदारी भनेको उद्धार, राहत र पुनर्निर्माण भनिन्छ । पहिलो कार्य हो— बाँच्न सक्ने जीवनको रक्षा । यस्ता दुर्घटनामा परी पुरिएका र सम्पर्कविहीन परेकाहरू स्वाभाविक रूपमा धेरै घण्टा बाँचिरहन सक्दैनन् । सामान्यतया यस्तोमा पुरिएकाहरू ज्युँदो रहने अधिकतम सम्भावनाको अवधि २ या ३ दिन अर्थात् ७२ घण्टा हो । यद्यपि यसपल्ट १०५ वर्षीय फन्चु घलेलाई १६८ घण्टा अर्थात् ८ दिनपछि जीवितै उद्धार गरिएको छ भने गोंगबुबाट कृष्णकुमारी खड्कालाई १२८ घण्टापछि जीवितै झिक्न सकियो । सात दिनपछि पनि निकैलाई जीवितै उद्धार गरिएका समाचारहरू आएका छन् । यसरी बाँचेकाहरूको यी उदाहरण— ठूलो भाग्य, प्रबल जिजीविषा र उद्धार प्रविधिको उदाहरण हो, जो सामान्यतया सम्भव छैन । अतः यस्तो उद्धारकार्य शीघ्र र द्रुत गर्नुपर्ने प्राथमिक कार्य हो । यसका लागि प्रविधि र उद्धारको ज्ञान भएका जनशक्ति आवश्यक हुन्छ । भनिन्छ, विशेष तालिम दिइएका कुकुरले पुरिएका मानिसलाई सुँघ्न सक्छन्, जसलाई जापानी र चिनियाँ टोलीले यसपल्ट काठमाडौँ ल्याएको थियो । केही कम्पासजस्ता यन्त्र पनि छन्, जसबाट गडेका तर जीवितहरू पत्ता लगाउन सकिन्छ । यस्ता उपकरण र तालिमप्राप्त कुकुरको सहायताले विदेशी टोलीको विज्ञताको प्रयोग गरी नेपाली सुरक्षाकर्मीहरूले केही व्यक्तिलाई जीवितै उद्धार गरेका हुन् । यस्ता उपकरण र कुकुरहरूको स्वदेशभित्रै व्यवस्थापन आउँदा दिनका लागि गर्नु आवश्यक देखिन्छ । मृत भइसकेकालाई पनि उत्खनन गरी आवश्यक थन्को लगाउनु जरुरी छ, किनकि यस्ता शवले अन्यथा महामारी ल्याउने खतरा छ । जुन अर्को खतरानक अवस्था हुनेछ । विषेशज्ञहरू चाँडै नै अर्को ठूलो भूकम्प जाँदैन भन्छन्, जो हालसम्म गएको भूकम्पको इतिहास हेर्दा ठीक नै देखिन्छ, तर बाढीपहिरो, आगलागी, बस पल्टिनेजस्ता घटना हाम्रो देशमा बारबार भइरहेका छन्, जसको लागि यस्ता सामग्री र तालिमप्राप्त जनशक्तिको जोरजाम या व्यवस्थापन गरिराख्नु आवश्यक देखिन्छ ।
अहिलेको दोस्रोे प्रमुख काम, जो जटिल, झन्झटिलो र अपजसिलो पनि हो, राहत वितरणको हो । बाँचेका भाग्यमानीहरू खान नपाएर या परेको पानी र रातको चिसोले मर्ने या बिरामी हुने क्रम हरेक दोस्रोे दिन बढ्दै गएको छ, किनभने भूकम्पपीडितहरूको पहिलेको आफ्नो खाले प्रतिरक्षा प्रणाली भताभुंग भइसकेको छ । हाम्रो जस्तो देशको कुरा गर्ने हो भने यस्ता पीडितहरूलाई, जो ग्रामीण क्षेत्रमा छन्, खानेकुरा र पिउने पानीसँगै त्योभन्दा पहिले ओतको बढी आवश्यकता परेको देखिन्छ । प्रायः गाउँघरमा घरभित्रको भण्डारणबाहेक पनि खाद्यान्न र पानीको केही वैकल्पिक उपाय हुने गर्छ । जस्तो, अहिलेको मौसममा बारीमा आलुजस्ता खाद्यान्न उपलब्ध हुन सक्छ । तर, पानी परिरहँदा र चिसोमा घरको छाना र भित्ता भत्किएपछि खुला आकाशमुनि बस्नु ग्रामीण परिवारको बाध्यता हुन आएको छ । ‘ओतका लागि पाल देऊ’ भन्ने माग भूकम्पले पूर्णतः क्षतिग्रस्त गाउँहरूबाट प्रमुखतासँग सुनिँदैछ । अहिलेको तथ्यांकअनुसार आवासीय घरमध्ये करिब १ लाख ३८ हजार पूर्ण क्षति भएका र १ लाख २३ हजार आंशिक क्षति भएका छन् । जसको अर्थ, मौजुदा ४.७ को औसत परिवार संख्याअनुसार, करिब १२ लाख २७ हजार पीडित मानिसहरू वा करिब २ लाख ६१ हजार परिवार घरबाहिर बसिरहेका छन् । मौसमविद्का अनुसार जेठको दोस्रो या तेस्रो हप्तादेखि मनसुन आउने सम्भावना छ । यसकारण, यी ओतविहीनहरूका लागि अस्थायी पुनस्र्थापना अबको केही हप्तामा गरिनु आवश्यक छ । यसको अर्थ बलियो र सजिलो पाल र त्रिपाल र ओढ्ने–ओछ्याउने कम्मलको उपलब्धता हो । साथै पिउने पानीको स्रोत प्रदूषित नहोस् भन्ने कुरामा पनि ध्यान दिनु जरुरी छ । संसारमा सस्तोमा केही दिनमै कटेरो बनाउने प्रविधि बनेका छन् जसमा सिंगैै भित्ता जडान गर्न सकिने या ब्लकहरू जडान गर्नेे गरिन्छ । चीनमा मे २००८ मा आएको भूकम्पमा परी ४८ लाख मानिस बेघरबार भएका थिए । निकै छोटो समयमा त्यहाँ नयाँ घर बनाइएको थियो । अहिले पनि आफ्नो प्रविधि र ज्ञान नेपाललाई दिन चीन तत्पर देखिन्छ । उता हाइटीमा सन् २०१० मा ७ रेक्टरको भूकम्प आएको थियो, जसमा २ लाख ५० हजार आवासीय घर भत्किएका थिए । खराब व्यवस्थापनको उदाहरण, हाइटीमा भूकम्प गएको ३ वर्षपछि पनि करिब ५० प्रतिशत भग्नावशेष पन्छाउन नसकिएको र ८० प्रतिशत पीडित अस्थायी क्याम्पमा बस्दै आएका थिए । अझै पनि त्यहाँका धेरै भूकम्पपीडितहरू सडककिनारामा बस्न बाध्य छन् । हाइटीमा भूकम्प आएलगत्तै ८ महिनापछि, चिलीमा ८.८ रेक्टरको भूकम्प गएको थियो जसमा हाइटीको तुलनामा १ प्रतिशतमात्र मानिस हताहत भएका र करिब १ वर्षभित्र त्यहाँ सम्पूर्ण सहर र सहरवासी व्यवस्थित भएका थिए ।
तेस्रो महत्वपूर्ण विषय स्थायी बसोबासको व्यवस्था हो । नेपालका घरबस्तीहरू बिनाकुनै योजनागत सोचाइबाटै सयांै वर्षदेखि जन्मिदै, कालान्तरमा बाक्ला बस्ती र पछि ठूला गाउँ हुदै सहर बनेका हुन् । यस्ता स्वरूपका बस्तीहरू पहाड र मधेसमा राम्ररी देख्न सकिन्छ । यस्तो छरिएको स्वरूपले बस्तीमा शिक्षा, स्वास्थजस्ता विकासका सेवा दिन ठूलो अप्ठ्यारो हुँदै आएको छ । उता सहरहरूमा धेरै तलाका घर प्रायः कमजोर जगमा बनेका छन् । कमजोर जगका घर पहिले जागिरवालाले आफ्नो कडा संघर्षका दिनहरूमा बनाउने रहेछ । केही वर्षपछि अरू पैसा जम्मा हुन आउँदा उसले त्यही घरमाथि तला थप्दै जाने प्रवृत्ति देखिन्छ । अबका दिनमा कस्ता घर कस्तो जमिनमा कस्तो प्रविधिबाट बनाउनुपर्छ, यसको राम्रो अध्ययन गरेर मात्र घर बनाउन स्वीकृति दिनुपर्छ । भूकम्प, बाढी, पहिरोजस्ता प्राकृतिक प्रकोप नेपालजस्तो न्यून विज्ञान प्रविधि भएको देशमा पूर्वानुमान गर्न असम्भव नै छ । भूकम्पको पूर्वानुमान त जापान र अमेरिकाजस्ता प्रविधिको अत्यधिक विकास भइसकेका देशमा पनि गर्न सकिएको छैन । यस्तो स्थितिमा हामीजस्ता देशले गर्न सक्ने भनेको आफ्नो सुरक्षाको प्रयास हो । आउँदा दिनमा सुरक्षित बसोबासको योजनागत प्रयास गर्नमात्र सके पनि यस्ता विपत्तिको न्यूनीकरण गर्न सकिनेछ ।
आउँदा दिनमा हरेक गाविसमा कम्तीमा एउटा स्कुल या गाविस भवन भूकम्प प्रतिरोधक प्रविधिबाट बनाउने र त्यसमा एउटा भण्डार कोठा बनाउनु उपयुक्त देखिन्छ । यस्तो भण्डार कोठामा गाविसको जनसंख्या हेरी पर्याप्त हुने गरी त्रिपाल, पाल, राडी, कम्बल, टर्चलाइट, प्राथमिक उपचारका सामग्रीजस्ता नकुहिने सामानको भण्डारणका साथै खाद्यान्न, औषधिको भण्डारण गर्नुपर्ने देखिन्छ । नबिग्रिनेबाहेकका सामग्रीलाई वर्षको एक दिन कुनै चाडपर्व या दिवसका रूपमा सम्झना गरेर प्रतिस्थापन गर्ने बानी बसाल्नुपर्छ । माघ २ गते भूकम्प दिवस त सरकारी तवरले देशमा मनाइन्छ नै । नेपालमा आउँदो वर्षदेखि वैशाख १२ गते यो महाभूकम्पको सम्झना गर्दै यस्तो दिवस मनाउन उपयुक्त हुने देखिन्छ ।
हरेक गाउँसका वडाहरूमा कम्तीमा एउटा खुला चौर वा खेलमैदान अथवा पार्क हुनु अनिवार्य देखिन्छ । सबैजसो विदेशका सहरहरूमा यस्ता खुला स्थानको प्रबन्ध गरिएको हुन्छ, यो गाउँसहरको सौन्दर्यका लागिभन्दा पनि आपत्कालीन अवस्थाका व्यवस्थापनका लागि हो । काठमाडौंको टुँडिखेलमै यतिखेर धेरै भूकम्पपीडितले आश्रय लिए, सहरका अन्य भागमा निकै कम खुला क्षेत्र देखियो । भक्तपुरजस्ता पुराना सहरमा उद्धार गर्न साँघुरा गल्लीमा गाडी लग्न सम्भव भएन । गाडी मोडिन कठिन मोडहरू, एम्बुलेन्स या दमकल पस्न नसक्ने साँघुरा गल्लीहरू, काँचो इँटाका पुराना घरहरू यी हाम्रा पुराना सहरका विशेषता हुन्, जो मौलिकताको रूपमा पर्यटकहरूमा चर्चित पनि थिए । अब हाम्रा सहर नयाँ ढंगले बन्न जरुरी छ, जुन सुन्दर पनि हुन्, कलात्मक पनि हुन् र सुरक्षित पनि । २०४५ सालको भूकम्पपछि धरानले यसरी नै काँचुली फेरेको हो । आशा गरौं, यो महाभूकम्पले हामीलाई आउँदा दिनहरूमा कसरी सुरक्षित बसोबास गर्ने भन्ने ज्ञान देओस् ।

जन्मिदा एक अप्राकृतिक नवबर्ष

काठमाडौंको नवशिशु अस्पतालमा भिड छ |
सत्तरी पछिको दोश्रो शिशुको जन्ममा |
जो सबै भन्दैछन् ‘रुँदै होइन हास्दै जन्मेकी अप्राकृतिक छे’ ||

भन्छन, उसले-
बर्षौदेखि उडेको धुलोले गरुङ्गो भएको हावामा मस्तले सास तान्दै आखा खोलिछ |
जति फोहोर टिप्दा पनि नसकिएको डुंगुरबाट बगेको बाग्मतीको गन्ध सन्न तान्दै मुस्कुराएकी छ |
किरासरह हिड्ने मानिसको कोलाहल सुन्दै मस्केकी छ |
निश्चिन्त निदाउन खोज्दा, नारा जुलुश र हानेका ढुंगाको आवाजले झसंग बिउझेकी छ, तर नच्याँठीकन |
कंक्रिटका अग्ला घरहरुमा सुसाएको बिदेशी हावा सुन्दै खुट्टा हल्लाएकी छ |
चारैतिरको भिडले अनेक कुराकाट्दा रमाएर उनैलाई हात फैलाएकी छ ||

त्राशदी महा भूकम्पको

देश हल्लियो यो शताब्दीको महाभूकम्पले | बैसाख १२ गते १२ बज्न केहि मिनेट अघि ७.८ रेक्टरको भूकम्प शुरुभएपछि लगातार धर्ति हल्लिएको हलियै छ - हरेक घण्टा लगातार, जो आज अठौ दिन सम्म आउँदा केहि सुस्ताएको छ | अहिलेसम्म मा १७० पल्ट झड्का लागेको छ भन्छन |
यस भूकम्पले जे बिगार्यो त्यो अपुर्निय छ | ८ हजार जति मानिसको ज्यान, गाइ-बाख्रा, अद्युतिय कारिगरीका मन्दिर, लाखौको बास माटोमा मिस्सियो | हजारौ अनाथ भए | यो मानवीय र सांस्कृतिक क्षतिको पूर्ति हुने सक्दैन | आर्थिक रुपमा देश २०सौ बर्ष पछि परेको छ | उसैत पिछडिएको त्यसमाथिको यो बिनास
अबको दिनमा, कस्ता घर कस्तो जमिनमा कस्तो प्रबिधि बाट बनाउनु पर्छ यसको राम्रो अध्यन गरेर मात्र घर बनाउन स्वीकृति दिनु पर्छ | भूकम्प, बाडी, पहिरो जस्ता प्राकृतिक प्रकोप- नेपाल जस्तो न्यून बिज्ञान प्रविधि भएको देशमा पूर्वानुमान गर्न असम्भब नै भूकम्पको पूर्वानुमान त जापान र अमेरिका जस्ता देशमा पनि गर्न सकिएको छैन | यस्तो स्थितिमा हामीजस्ता देशले गर्नसक्ने भनेको आफ्नो सुरक्षा को प्रयाश हो | आउदो दिनमा सुरक्षित बसोबासको योजनागत प्रयाश गर्न मात्र सकेपनि यस्ता बिपत्तिको न्यूनीकरण गर्नसकिने थियो |


नेपालका घर बस्तिहरु बिनाकुनै योजनागत सोचाई बाट नै शयौ बर्षदेखि जन्मिदै कालान्तरमा बाक्ला बस्ति र पछि ठुला गाउँ हुदै शहर बनेका हुन् | यस्तो बस्ति को स्वरूप पहाड र मदेश मा राम्ररी देख्न सकिन्छ | यस्तो अब्यबस्थित बस्ति बिकाशबाट शिक्षा स्वस्थ जस्ता सेवामा पनि ठुलो अबरोध हुँदै आएको छ | ....

Water Politics : (My Republica, 22 April)

Freshwater is a requirement of life. However, it's becoming scarce by the day due to increasing human population and their reckless water use. According to the UN World Water Report, currently, more than two billion people—about 29 percent of world population—lack access to safe drinking water.

Reliable water systems are necessary for agriculture, manufacturing, electricity, and thermal power generation. However, our current technology is not smart enough to produce significant amounts of freshwater. The scarcity has become a powerful issue of national and international politics and even a political weapon. Nepal has big water resources but there are dangers ahead.



Many countries are getting thirstier, including highest per capita income countries like Qatar, Israel, and Saudi Arabia. Many of them import freshwater from water-rich countries. For example, Qatar is currently importing freshwater from Chile and Saudi Arabia from Nordic countries. The World Resource Institute has listed 36 countries that face extreme water stress among which majority are Gulf countries. Regional tensions are only likely to exacerbate water issues. According to UNESCO, by 2030, 47 percent of world population will be living in areas of high water stress.

'Water trading' has become a buzzword. It means the volume of water consumed by agriculture or industry exported to other country. By consuming water in one country to produce a product traded to another country, the water is virtually transferred to importing country. Australia is one of the developed countries engaged in water trade. The interstate water trade by the Australian state of Victoria was around two Gigaliters in 2013.

Thus water has become a commodity directly related to food production and human hunger. According to the World Food Program, currently 805 million people don't have enough food to lead a healthy life and are undernourished. A quarter of this undernourished world population lives in India and most of them are in states adjoining Nepal.

Two-third of earth is water but most of it is salty sea water, useless for drinking, agriculture or industries. Only about 2.5 percent of it is fresh water which is deposited as snow, glaciers, rivers and ponds. Nepal is a water-rich country. Despite being landlocked, Nepal is rich in freshwater resources with about 6,000 rivers, 3,252 glaciers and 2,323 glacial lakes. According to ICIMOD, the surface water available in Nepal is about 225 BCM/yr (billion cubic kilometers per year) whereas only about 1,000 BCM/yr exists on earth.

Just as wars over oil played a major role in shaping 20th century politics, water is rapidly becoming the world's critical resource. The New York Times journalist Steven Solomon in his book Water: The Epic Struggle for Wealth, Power and Civilization, shows how water will be the root cause of dispute among countries in the coming days, provoking inter-continental conflicts. The Pacific Institute of California has prepared a Water Conflict Chronology, with database of last 5,000 years of violence over water. This chronology shows how in history control over water resources was used as military and political tool and how non-state actors have used it for terrorism.

Nepal is vulnerable, geopolitically, and in the absence of laws for protection of our water resources. India has already made it known its rights over the river water that runs to its territory. It has made high dams along east to west border to control flood water. Disputes over Pancheshwar electricity-irrigation project and demise of Arun-III project in 1995 are strong indicators of such growing anxiety.

If we fail in legal protection of our water it will certainly provoke regional or international conflict. Water in India is becoming desirable for its thirsty population and for its industrial growth. How desperate India is for energy is illustrated by the 3,000 tonnes of uranium deal recently made by PM Narendra Modi with Canada. Our inability to protect our interests, in this context, will be dangerous. Not only should we think about water agreements with our neighbors but also about its equitable distribution in our federal setup.

There have already been disruptions in Upper Tamakoshi and Khanikhola hydroelectricity projects, which was due to the absence of our water management mechanisms.

Water security is similar to intellectual property right. In this regard, there are two categories of water laws in international arena: 'Prior-appropriation water rights' and 'Riparian water rights'. Prior appropriation dictates that the first party to use water for beneficial purposes maintains right to continue using it in this manner, unless they elect to sell or lease these rights. Riparian water rights are given to parties in ownership of land adjacent to a body of water. It is advisable that Nepal develop its own water protection laws. We should think about how our water resources can be used for social and fiscal equity for all future federal states and how we can build a price mechanism to trade water across national borders.

Water economics: Scarcest critical resource

Nepal imported about Rs. 107 billion of petroleum products last year. To facilitate the import of petroleum products India is building a long pipeline up to Amlekhganj by which Nepal will be getting a stream of oil. Imagine just the opposite, huge pipelines exporting fresh Himalayan water from Nepal to India and the third world. Not only have we high potential for fresh drinking water, we have high hydroelectricity potential and can grow special agricultural products that will need more water. By engineering improved retention capacity of our green (rainwater) and blue (surface) water, using advanced technologies to generate more green energy and managing better distribution systems we can change our destiny by trading water which is our abundant, cheapest resource. Hunger is increasing demanding more food which in turn needs more water. All industrial countries need large amounts of freshwater for their industries. The value of green energy from hydroelectricity is increasing. River basins were the epicenters of medieval civilizations like the civilization of Nile, Danube and Ganges. The famous civilization of Mesopotamia that means “between the rivers” was along the Tigris and Euphrates rivers in the Middle East. Flowing water facilitates urbanization and transportation. Water system is necessary for agriculture, manufacturing, electricity, thermal power generation (coal plants) and domestic use. Nepal is lucky that despite being untouched by seawater it has enormous high-altitude water storage system that flows vibrantly opening several economic possibilities of making a prosperous country. Think about Qatar,which is the highest per capita income generating country, from what it earns from petroleum productions it is importing fresh water from icebergs of Chile. The World Resource Institute has listed 36 countries that are facing extremely high water stress among which are most Gulf countries which are one of the richest regions of the world earning from their non-renewable petroleum but have no fresh water. Water is a vital human need – for drinking and for other basic requirements. Local tensions, violence and increased regional tensions can occur over water issues that are likely to increase. According to UNESCO, in 2030, 47% of the world population will be living in areas of high water stress. In his book ‘The Epic Struggle for Wealth, Power and Civilization’ journalist Steven Solomon argues with many convincing cases that many 21st century conflicts will be fought over water. Water is not being traded economically. The concept of ‘virtual water trade’ was coined by economists like John Allan of King’s College, London. It means the volume of water consumed by agriculture or industry which is imported to other countries. By consuming water in one country to produce a product that is traded to another country, water is virtually transferred to the importing country. We can commercialize high water absorbing cash crops such as cardamom, raspberry, banana or cotton and can operate industries that needs more water – as water trade. The total volume of fresh water on earth is about 1000 BCM. Nepal is rich in such resources with about 6000 rivers, 3252 glaciers and 2323 glacial lakes. According to ICIMOD, the surface water available in Nepal is about 225 BCM/yr out of which only 15 BCM is in use. Despite the abundance, we are unable to use this resource. Only about 72% of the country’s population has access to basic water supply and only 25% of the whole population has sanitation facilities. The revised hydropower potential of Nepal is 45,610 Megawatts from the identified 114 economically feasible projects, but currently we produce only 632 Megawatts of electricity.In Nepal, although basically an agriculture based country, only 17% of the cultivated area has year-round irrigation that uses less than 8% of the country’s total potential. Management of flood water is also a problem. Every year large numbers of human lives are threatened from the monsoon floods and hundreds of acres of cultivated land are wear-away in the country and crossing the borders. To convert water into wealth, Nepal must have many large reservoirs in the mid hills. Such reservoirs can be used primarily for electricity generation. We are now blindly chasing for ‘run of the river’ plants which is not profitable for Nepal where monsoon rain brings flood and long dry seasons have lean flow. We must concentrate on the ‘reservoir’ system that can produce energy consistently in the dry and wet seasons. One single reservoir can be reused as in Kulekhani. Such reservoirs can be used for supply of drinking water, irrigation, industrial requirements and recreation. We need to utilize and protect our water. If we fail to take proper legal protection to our water it will evoke regional or international conflicts. As, water in India is becoming highly needed for its enormously large thirsty population and for its huge industrial setups our slackness to manage and protect our resource has already started knocking discord at our doorsteps.
